The period of Visigothic rule saw the spread of Arianism briefly in Spain. In 587, Reccared, the Visigothic king at Toledo, having been converted to Catholicism put an end to dissension on the question of Arianism and launched a movement in Spain to unify the various religious doctrines that existed in the land. The Council of Lerida in 546 constrained the clergy and extended the power of law over them under the blessings of Rome. As recently as the mid-20th-century, much of Spain (especially outside of the major cities) remained quite distinct from the rest of Europe. In 1954, V.S. Pritchett could still write of small Spanish towns, "The inn, if there is one, will not be a hotel, nor even a fonda — the Arab word — but perhaps a posada: a place one can ride into with a mule or a donkey, where one can stable an animal and lie down oneself on a sack of straw, the other side of the stall." [Pritchett, 1954 p. 46-47] However, especially since the 1975 death of Francisco Franco, Spain has become increasingly European; Pritchett's rustic posada would be unimaginable today. The crown jewel of Spain's next decade of infrastructure construction is the Spanish high speed rail network, Alta Velocidad Española AVE. Currently, an ambitious plan includes the construction of a 7000 km network, centered naturally on Madrid. The overall goal is to have all important provincial cities be no more than 4 hours away from Madrid, and no more than 6 hours away from Barcelona. Currently, AVE high-speed trains link Atocha station to Seville in the south and Lleida in the east (to be extended to Barcelona). Under the Bonaparte, Spain failed to embrace the mercantile and industrial revolutions of the 18th century, and also failed to absorb the ideals that of the Enlightenment that were revolutionizing European thought. These missed opportunities, combined with the economic failures of the 17th century, caused the country to fall desperately behind Britain, France, and Germany in economic and political power. The most important minority group in the country are the Gitanos. Other indigenous minorities are Mercheros (or Quinquis) and Vaqueiros de alzada.- The latter, meaning "Mountain cow-breeders" dwell in mountain ranges in the Principality of Asturias and have kept historically apart from the valley dwellers. Foreign minorities include South Americans from countries like Argentina, Ecuador or Colombia; black Africans; Arabs and Berbers mainly from Morocco and other countries of North Africa; and Asians from China, Japan, Korea, and Vietnam. With the approval of the Spanish Constitution of 1978 and the arrival of democracy, the old historic nationalities — Basque Country, Catalonia, Galicia and Andalusia— were given far-reaching autonomy, which was then soon extended to all Spanish regions, resulting in one of the most decentralized territorial organizations in Western Europe. The Romans arrived in the Iberian peninsula during the Second Punic war in the 2nd century B.C., and annexed it under Augustus after two centuries of war with the Celtic and Iberian tribes and the Phoenician, Greek and Carthaginian colonies becoming the province of Hispania. Some of Spain's present languages, religion, and laws originate from this Roman period. In order to understand the political forces and debates in Spain we have to consider two dimensions: the Right vs. Left dimension and the Nation State vs. Plurinational State dimension. The political parties agendas and the individual citizens opinions can only understood when situated on both dimensions. The Constitution of the Kingdom of Spain states that 1) it is a Nation and 2) that it is formed by Nationalities and Regions. This statement is a contradiction (since Nationality and Nation essentially mean the same thing in political theory), but it was an agreement that struck a balance between the political parties advocating the nation state and those advocating the plurinational state. The territorial organization of Spain into Autonomous Communities of Spain is the administrative realization of this constitutional balancing act. Spain was part of the Roman Empire and many areas of Spain retain significant Roman architectural remnants. The Roman aqueduct at Segovia is still in use as of 2004; Mérida, now the Extermaduran capital but once the capital of the Roman province of Lusitania, retains over 5 miles of its Roman aqueduct, Roman bridge over the River Guadiana, an arch of Trajan, and significant remnants of a Roman forum, amphitheatre, and a temple popularly accounted to have been dedicated to Diana (goddess). Another Roman bridge crosses the Tagus River at Alcántara. Lesser Roman ruins can be found in the heart of Barcelona. In 1499, about 50,000 Moors in Granada were coerced by Cardinal Cisneros into mass baptisms and conversion. During the uprising that followed (known as the First Rebellion of the Alpujarras), people who refused the choices of baptism or deportation to Africa, were systematically eliminated. What followed was a mass flee of Moors, Jews and Gitanos from Granada city and the villages to the mountain regions (and their hills) and the rural country, however by 1500 Cisneros reported that "There is now no one in the city who is not a Christian, and all the mosques are churches". Madrid, the capital of Spain, is located in the center of the country. Population of the city of Madrid proper was 3,093,000 as of 2003 estimates. The 20th century initially brought little peace; colonisation of Western Sahara, Spanish Morocco and Equatorial Guinea was attempted as a substitute for the loss of the Americas. A period of dictatorial rule (1923-1931) ended with the establishment of the Second Spanish Republic. The Republic offered political autonomy to the Basque Country and Catalonia and gave voting rights to women. However, with increasing political polarisation and pressure from all sides, coupled with growing and unchecked political violence, the Republic ended with the outbreak of the Spanish Civil War in July 1936. Following the victory of the nationalist forces in 1939, General Francisco Franco ruled a nation exhausted politically and economically until his death in 1975. According to the latest official poll, 80% of Spaniards self-identify as Catholic, 12% as non-believer, and 1% as other (the remaining 7% declined to state). Of the 1.4% identifying as other, 29% identified as Evangelical Christian, 26% as Jehovah's Witnesses and 3% as Muslim (the rest either mentioned smaller religions or declined to state). According to the same poll, 73% believe in God, 14% don't and 12% are unsure (1% declined to state). Additionally, according to this poll, only 41% believe in Heaven. 24% of the Spaniards think that the Bible is just a fable. Only 25% of Catholics go to church at least once a week. Contemporary Madrid came into its own after the death of the Fascist dictator Franco. Years of the Franco regime left Madrid and much the country in economic shambles due to isolation. With his death, Madrid and Spain as a whole began to re-assert itself on the international stage. Within Spain, reaction against the dictatorial bureaucracy centered in Madrid and a history of centralism that pre-dated Franco by centuries has resulted in the successful modern movement towards increased autonomy for the regions of Spain, considered as European regions, under the umbrella of Spain. Modern Spain began to take form during the Reconquista, the struggle between the Christian kingdoms arising in the northern regions left unconquered by the Moors and the Muslim kingdoms into which Al-Andalus eventually split.
