On February 20th 2005, Spain became the first country to allow its people to vote on the European Union constitution that was signed in October 2004. The rules states that if any country rejects the constitution then the constitution will be declared void. The final result was very strongly in affirmation of the constitution, making Spain the first and so far only country to approve the constitution via referendum. The first governments of the Republic, were center-left, headed by Niceto Alcalá-Zamora, and Manuel Azańa. In 1933, the right-wing CEDA won power; an armed rising of workers of October 1934, which reached its greatest intensity in Asturias and Catalonia, was forcefully put down by the CEDA government. After World War II, being one of few surviving fascist regimes in Europe, Spain was politically and economically isolated and was kept out of the United Nations until 1955, when it became strategically important for U.S. president Eisenhower to establish a military presence in the Iberian peninsula. This opening to Spain was aided by Franco's rabid anti-communism. In order to understand the political forces and debates in Spain we have to consider two dimensions: the Right vs. Left dimension and the Nation State vs. Plurinational State dimension. The political parties agendas and the individual citizens opinions can only understood when situated on both dimensions. The Constitution of the Kingdom of Spain states that 1) it is a Nation and 2) that it is formed by Nationalities and Regions. This statement is a contradiction (since Nationality and Nation essentially mean the same thing in political theory), but it was an agreement that struck a balance between the political parties advocating the nation state and those advocating the plurinational state. The territorial organization of Spain into Autonomous Communities of Spain is the administrative realization of this constitutional balancing act. Spain remained officially neutral in World Wars I and II, but suffered through a devastating Civil War (1936-39). During Franco's rule, Spain remained largely economically and culturally isolated from the outside world, but slowly began to catch up economically with its European neighbors. Under Franco, Spain actively sought the return of Gibraltar by the UK, and gained some support for its cause at the United Nations. During the 1960s, Spain began imposing restrictions on Gibraltar, culminating in the closure of the border in 1969. It was not fully reopened until 1985. Spain is considered by many, including a large part of Spanish population, to be a group of nations unified under a single State, much like Belgium, Switzerland or the United Kingdom. Despite this, the policy of many Spanish governments has led to a "Spanish nationhood" which is the one people identify with Spain internationally. Philip V, the first Bourbon king, of French origin, signed the Decreto de Nueva Planta in 1715, a new law that revoked most of the historical rights and privileges of the different kingdoms that conformed the Spanish Crown, unifying them under the laws of Castile, where the Cortes had been more receptive to the royal wish. Spain became culturally and politically a follower of France. The rule of the Spanish Bourbons continued under Ferdinand VI and Charles III. His son Carlos IV was truly incompetent (some say mentally handicapped), and under his reign Spain fell to the armies of Napoleon. Spanish cuisine is made of very different kinds of dishes due to the differences in geography, culture and climate. It is heavily influenced by the variety of seafood available from the waters that surround the country. As Spain has had a history with many different cultural influences, the richness and variety of its cuisine is overwhelming, but all these ingredients have made up a unique cuisine with thousands of recipes and flavours. Much influence on Spanish cuisine has come from the Jewish and Moorish traditions. The Moors were a strong influence in Spain for many centuries and their food is still eaten in Spain today. Spain is a constitutional monarchy, with a hereditary monarch and a bicameral parliament, the Cortes Generales or National Assembly. The executive branch consists of a Council of Ministers presided over by the President of Government (comparable to a prime minister), proposed by the monarch and elected by the National Assembly following legislative elections. The most important minority group in the country are the Gitanos. Other indigenous minorities are Mercheros (or Quinquis) and Vaqueiros de alzada.- The latter, meaning "Mountain cow-breeders" dwell in mountain ranges in the Principality of Asturias and have kept historically apart from the valley dwellers. Foreign minorities include South Americans from countries like Argentina, Ecuador or Colombia; black Africans; Arabs and Berbers mainly from Morocco and other countries of North Africa; and Asians from China, Japan, Korea, and Vietnam. Except for the subtropical Canary Islands, Spain can be divided into areas experiencing, respectively, a Mediterranean climate; a climate dominated by the Atlantic Ocean; and (in the inner areas) a rather extreme climate with hotter summers and colder winters than nearer the coasts. The generally warm and relatively dry summers have led to a culture in which a lot of life is lived outdoors, whether on a patio in the courtyard of a building or on a public plaza. In Madrid, many of the most popular nightclubs move for several months in the summer to an outdoor terrasa much farther from the center of town than their indoor winter location, continuing in a way the older tradition of the verbena (fair). In the Mediterranean areas (and in the Canary Islands), outdoor meals can be a nearly year-round phenomenon. Spanish rule in Morocco ended in 1956. Though militarily victorious in the 1957-1958 Moroccan invasion of Spanish West Africa, Spain gradually relinquished its remaining African colonies. Spanish Guinea was granted independence as Equatorial Guinea in 1968, while the Moroccan enclave of Ifni had been ceded to Morocco in 1969. The dry weather of Spain resulted in the importance of water fountains in Spanish urban design. In addition, ceramics figure prominently in architecture throughout Spain, especially in the tile roofs and the use of decorative tiles known as azulejos. The dictatorship of Miguel Primo de Rivera collapsed in 1930. Disgusted with the king's involvement in it, urban population voted for republican parties in the municipal elections of April 1931. The king was forced to resign and a republic was established. Spain was part of the Roman Empire and many areas of Spain retain significant Roman architectural remnants. The Roman aqueduct at Segovia is still in use as of 2004; Mérida, now the Extermaduran capital but once the capital of the Roman province of Lusitania, retains over 5 miles of its Roman aqueduct, Roman bridge over the River Guadiana, an arch of Trajan, and significant remnants of a Roman forum, amphitheatre, and a temple popularly accounted to have been dedicated to Diana (goddess). Another Roman bridge crosses the Tagus River at Alcántara. Lesser Roman ruins can be found in the heart of Barcelona.
